【摘要】:InformationisprovidedinthisdocumentandotherreferenceddocumentstoassistthelicenseeandthelicensorinanalyzingthematerialsaspectsofperformanceofSNFandDCSScomponentsduringextendedstorage.Theeffectsoftheserviceconditionsofthefirstlicensingperiodarereviewedinthelicenserenewalprocess.TheseserviceconditionsarehighlightedanddiscussedinAnnexA1asfactorsthataffectmaterialsperformanceinanISFSI.Emphasisisontheeffectsoftime,temperature,radiation,andtheenvironmentontheconditionoftheSNFandtheperformanceofcomponentsofISFSIstoragesystems.ThestorageofSNFthatisirradiatedundertheregulationsof10CFRPart50isgovernedbyregulationsin10CFRPart72.RegulatoryrequirementsforthesubsequentgeologicdisposalofthisSNFarepresentlygivenin10CFRPart60,withspecificrequirementsfortheuseofYuccaMountainasarepositorybeinggivenintheregulatoryrequirementsof10CFRPart63.Betweenthelife-cyclephasesofstorageanddisposal,SNFmaybetransportedundertherequirementsof10CFRPart71.Therefore,instorage,itisimportanttoacknowledgethetransportanddisposalphasesofthelifecycle.Indoingthis,thematerialspropertiesthatareimportanttothesesubsequentphasesaretobeconsideredinordertopromotesuccessfulcompletionofthesesubsequentphasesinthelifecycleofSNF.RetrievabilityofSNF(orhigh-levelradioactivewaste)issetasarequirementin10CFRPart72.122(g)(5)and10CFRPart72.122(l).Careshouldbetakeninoperationsconductedpriortodisposal,forexample,storage,transfer,andtransport,toensurethattheSNFisnotabusedandthatSNFassemblieswillberetrievable,theprotectivevalueofthecladdingisnotdegradedandremainscapableofservingasanactivebarriertoradionuclidereleaseduringtransferandtransportoperations.Itispossiblethatcladdingcouldbealteredduringdrystorage.Thehydrogeneffects,fracturetoughnessofthecladdingandthecreepbehaviorareimportantparameterstobeevaluatedandcontrolledduringthedrystoragephaseofthelifecycle.ThesedegradationmechanismsarediscussedinAnnexA2andAnnexA4.1.1Partofthetotalinventoryofcommercialspentnuclearfuel(SNF)isstoredindrycaskstoragesystems(DCSS)underlicensesgrantedbytheU.S.NuclearRegulatoryCommission(NRC).Thepurposeofthisguideistoprovideinformationtoassistinsupportingtherenewaloftheselicenses,safelyandwithoutremovaloftheSNFfromitslicensedconfinement,forperiodsbeyondthosegovernedbythetermoftheoriginallicense.Thisguideprovidesinformationonmaterialsbehaviorunderconditionsthatmaybeimportanttosafetyevaluationsfortheextendedserviceoftherenewalperiod.ThisguideiswrittenforDCSScontaininglightwaterreactor(LWR)fuelthatiscladinzirconiumalloymaterialandstoredinaccordancewiththeCodeofFederalRegulations(CFR),atanindependentspent-fuelstorageinstallation(ISFSI).ThecomponentsofanISFSI,addressedinthisdocument,includethecommercialSNF,canister,cask,andallpartsofthestorageinstallationincludingtheISFSIpad.Thelanguageofthisguideisbased,inpart,ontherequirementsforadrySNFstoragelicensethatisgranted,bytheU.S.NuclearRegulatoryCommission(NRC),forupto20years.Althoughgovernmentregulationsmaydifferforvariousnations,theguidanceonmaterialspropertiesandbehaviorgivenhereisexpectedtohavebroadapplicability.1.2Thisguideaddressesmanyofthefactorsaffectingthetime-dependentbehaviorofmaterialsunderISFSIservice[10CFRPart72.42].Thesefactorsarethoseregardedtobeimportanttoperformance,inlicenseextension,beyondthecurrentlylicensed20-yearperiod.Examplesofthesefactorsaregiveninthisguideandtheyincludematerialsal......
